I think we won't allow any criminal to steal information or spy on civilian targets.

This will carry a serious fine, jail sentencing and consequences such as prohibitions on ability to steal data again as probation.

My government does collect massive amounts of data, but we supervise our data centres with armed security and surveillance to protect privacy.

We only access this with an open court order or warrant that we report to the people we search and the public as to why. If it's terrorism related or an active threat, we don't inform them, until the investigation is completed and we disclose findings openly. If inconclusive or inconsistent or wrong, we will acknowledge this.

Any sensitive information will be treated very carefully to avoid any betrayal or breach of trust of our civilians.
