This guy is now apologizing for "arresting aircraft" on Twitter, to the Russians when we just learn now that Ukraine has rescued 7 Sri Lankan nationals who were students being held captive hostages in a basement by the Russian military.

It's really shameful. Shameless really. Terrible.

The Russians or the Russian Government, they have a strategy of paying a lot of money, very expensively, to afford patrons in public officials or decision makers with authority over determining tenders and approving budgets.
